Senate body seeks details about officers’ promotions

The Senate’s Standing Committee on Cabinet Secretariat on Tuesday directed the Establishment Division to provide complete details of officers’ promotion and deferment cases during 2015-16.

The committee, which met under the chairmanship Talha Mahmood discussed the deferment of promotion of many officers by the Central Selection Board (CSB).

The committee members viewed that the officers, who were superseded in 2015-16, should also be called in next meeting to know their viewpoint.

Kalsoom Perveen said the case of some 900 officers, whose promotions were deferred or they were not promoted for some reasons during the period, were pending in the Supreme Court.

The committee observed that giving five numbers, especially for good character and reputation of an officer, for promotion was a good step if the same were given on merit.

Meanwhile, the committee was given presentations by the National Institute of Business Administration (NIPA) Karachi, Lahore, Peshawar and Quetta on their budgetary allocations for the year 2016-17 and their utilisation, besides grade-wise details of employees and facilities at the campuses.

The NIPA representatives informed the body that Civil Service Academy (CSA) imparted six-month training to the officers, who passed Central Superior Services examination.

The CSA hired professionals on daily wages to give lectures to the under-training officers, they added.

The body recommended to the government to enhance funds for CSA to raise its standard of training. Kalsoom Perveen also recommended allocation of more funds for Civil Service Academy Quetta.

Shahi Syed stressed raising the quality of training and budget for the academies. The CSA representative informed the body that about 9,000 officers had completed their training at the academies so far.

The managing director of Federal Employees Benevolent and Group Insurance Funds told the meeting that the institution had introduced nine different schemes for the welfare of federal employees.

The committee chairman directed the Funds management to revise the amount of these schemes as present funds were insufficient for the employees.
