The Establishment Division is reluctant to produce the record of minutes of Central Selection Board (CSB) against the petition filed by deferred officers before the court of Justice Amir Farooq, Islamabad High Court (IHC) on Monday, it has come to the knowledge of Pakistan Today.
Sources close to the development said that there are 17 petitions filed by the civil servant officers of Inland Revenue Service, Police Service of Pakistan, Information Group, Customs Group and Pakistan Administrative Services before the IHC.
“All officers separately filed petitions with same reasons that they have not been promoted despite the recommendations of CSB,” said a PAS officer, who requested anonymity.
It is noted that the officers decided to move court against establishment division taking a plea that the high-ups at the PM office allegedly influenced the process of promotion, overlooking the recommendations made by the national board.
“This is being planned by the establishment division to take some time from the court to produce the minutes of the board meeting and reasons pointed by the PM office against the deferred officers,” said an officer of Inland Revenue.
Earlier, the establishment division had refused to give the minutes of the Central Selection Board’s meeting and to disclose the reason for not promoting the Civil Services of Pakistan (CSP) officers.
Officers also claimed that the main character of the undue promotion saga is Principal Secretary to Prime Minister Fawad Hassan Fawad who recommended the names of only those officers who were in the good books of Sharif family.
When approached, some deferred or superseded officers said that establishment division secretary when asked to share the reasons, had verbally said, “Your case for promotion had been discussed thoroughly and, keeping in view the requirements, you have been superseded for promotion.”
On Feb 25, the prime minister had promoted 405 top officers of the federal government to BPS-20 and BPS-21, while the case of 187 senior officers was either deferred or superseded.
The promotions of 94 officers were deferred by the prime minister, while the names of 93 officers were not deliberated by the PM Secretariat for the promotions.
When contacted, Establishment Division Secretary Tahir Shehbaz Nadeem was not available for a comment.
