A lack of required competence?
Ch Nisar claims that “we have won the war at the operational level”. It is preposterous to maintain that the enemy “will not be allowed to disturb our lives” as the claim is belied by the audacious attack at Charing Cross Lahore, a more devastating one at Sehwan and another one on a media office in Islamabad in January 2016.
The army had to initiate another Operation called Radd-ul-Fasad, because the interior ministry simply failed to perform its duty. Soon after the formulation of a consensus National Action Plan, the Prime Minister formed 15 committees to implement various sections of the plan. Presenting himself as a man of action Ch Nisar readily agreed to head 11 of these committees which were entrusted with crucial tasks that included eliminating the armed militias, blocking the re-emergence of proscribed organisations, ensuring the deployment of a dedicated counter-terrorism force , reporting on steps against religious persecution, ensuring the registration and regulation of madressahs, checking militancy in parts of Punjab, presenting recommendations on dealing with sectarian terrorism and making policy guidelines to deal with Afghan refugees. Ch Nisar failed to provide leadership needed to get the tasks done
As usual the self–righteous Nisar has blamed others for not doing his job. According to him provinces were responsible for at least 10 points of the NAP. “Four points are related to the interior ministry, four to other ministries and one point is related to the army,” Was making NACTA active at the earliest not the responsibility of the Interior Ministry? Who was to set up the rapid response force and declare networks taking recourse to violence “terrorist groups”? Instead of performing his duties Ch Nisar tried to differentiate between terrorist networks and violent sectarian outfits, calling the later as a part of Muslim heritage! Instead of accepting criticism, Ch Nisar blames the critics. Didn’t PPP fare worse, he asks? Isn’t media unjust to him, he laments? A narcissist is never wrong. But with one in a seat of authority, things are not likely to improve.
