CDA fails to resolve issues in Sector E-12

The Capital Development Authority (CDA) has failed to develop Sector E-12 despite lapse of 28 years since launch of it. The sector was announced and advertised saying ‘buy and build your home’ in the past, but CDA failed to handover the possession of even a single plot so far.

Buyers of over 4,000 residential plots in the E-12 sector are running from pillar to post but to no avail. “People are now hesitating to invest in CDA’s new sectors; as it seems like their next generation may be getting some benefit of it. The poor management and late development has put question mark on the credibility of the civic agency,” said a CDA official, who requested anonymity.

The Capital Development Authority (CDA) despite passing 28 years has still not devised any policy to resolve the matter with the locals, particularly with regard to the Built-up Property (BuP) compensation issue.

According to CDA record, the CDA acquired land for around 5,000 housing units. The sector is spread over 777.3 acres and consists of six mouzas: Dharek Mohri, Bhakar Mohri, Bhakkar Fateh Baksh, Bara Darri, Sari Saral and Golra Sharif.

In 1989, the CDA sold 4,099 plots but the land has yet to be developed for housing purposes, and the authority has failed to move locals out of the area to begin development work.

National Assembly subcommittee on government assurance in February formed a special committee with a mandate to devise a feasible formula to settle the decades old land acquisition issue between locals and the CDA. Committee told that 90pc of the locals have already been compensated through the allocation of alternate plots, and around 1,200 of a total 1,900 people have also received monetary compensation against claims of the built-up properties, but are unwilling to hand over possession of the land to the CDA after 25 years.

When contacted, CDA spokesperson Mazher Hussain said that Mayor Sheikh Anser and incumbent management have been trying to resolve a three-decade old standing Built-up property (BuP) compensation issue with a comprehensive strategy in order to initiate development work in sector E-12.
