  1. There are two more layers of people involved in the terrorist acts over and above the facilitators, they are the financiers and the people with political clout who protect them. Approach to eradication of terrorism has to be be both bottoms up and top down. Terrorists caught alive will reveal their facilitators, the facilitators will reveal the financiers and and the financiers will reveal the people with political clout who protect the entire set up. If you start from the top, you will get down to the bottom. Why does Punjab and Sindh government prevent the rangers taking action in Panjab and interior Sindh? The answer is fairly obvious.
