FIA unearths Rs 860m scam in Civilian Cooperative Housing Society

The Federal Investigation Agency (FIA) on Tuesday disclosed that the committee of Civilian Employees Cooperative Housing Society, Sawan Garden, misused their authorities to get undue benefits, violating the layout plan during the span of 2010-2013 which was approved by the Capital Development Authority (CDA) in 2004.

According to the documents available with Pakistan Today, FIA pointed out that the committee comprised then President Ch Adeel Shafeeq, General Secretary Raja Ansar Mehmood, Finance Secretary Majid Hussain and members of committee Ahmed Saeed, Ch Muhamad Akram, Nadeem Ahmed, Iftikhar Ali, Waqar Hussain, Muhamamd Naveed Kiyani, Yasir Mehmood and president during 2005-2007 Col (retd) Muhammad Azhar. According to the FIA, the committee misused their authority and amend the rules and size of plots on their own by creating 198 residential plots, subdivided 21 residential plots into 63 plots and converted 11 residential plots into commercial in violation of approved layout plan and without due permission of the CDA.

It is pertinent to mention here that this whole episode caused loss of Rs 860 million to public fund. The FIA has registered an FIR against the accused ‘prima-facie’ under sections 109/409/420/468/471 PPC r/w 5(2)1947 PCA for detailed criminal investigation against the officers of the aforementioned housing society.

Further investigation by the circle registrar of the Cooperative Societies and Islamabad Capital Territory (ICT) is in progress. Record of CDA will also be seen during the investigation.

The FIA appeals to Gen Public to verify their plots and files from management of the society and incase of apprehension of any fraud they may contact FIA zonal office in Iqbal town.

FIA has registered the case under Pakistan Penal Code (PPC) with sections 420, 468 471, 409 and 109 against the general secretary CECH.

Sources confided in Pakistan Today that the president and general secretary of the CECH are busy shifting the blame on each other and had took the matter of embezzlement before the circle registrar of the society.

It may be mentioned here that the circle registrar, later, concluded it by suspending the body of the society and took the administrative control of CECH. Previously, the authority sold the land to CECH which was meant for the graveyard, public parks and schools. Currently, the CECH has been facing cases of embezzlement of plots and funds in FIA and NAB.
