Establishment Division reshuffles top bureaucrats, 12 secretaries transferred

Prime Minister Nawaz Sharif on Wednesday approved new assignments for about a dozen grade-22 and 21 officers.

However, the Establishment Division issued notifications of transfers and postings in different ministries and divisions.

Secretary, Civil Aviation, Irfan Elahi has been given additional charge of Pakistan International Airlines Chairperson. The position fell vacant after the resignation of then-chairman Azam Saigol on December 12 after a PIA flight carrying 48 passengers and crew crashed on its way to Islamabad from Chitral on December 7.

National Highways Authority chairperson Shahid Ashraf Tarar has been given additional charge of Secretary, Ministry of Communications.

Syed Iftikhar Hussain has been appointed secretary, federal ombudsman. Earlier, he was posted as director general, Akhtar Hameed Khan Centre for Rural Development.

Shoaib Siddiqui was transferred from the ministry of interior, where he was posted as special secretary, and posted as the secretary of the national security division.

Mr Siddiqui’s transfer was, however, seen against the backdrop of the recent report of the judicial commission led by Supreme Court Justice Qaiz Faez Isa on the Quetta Civil Hospital carnage which questioned the appointment of a special secretary in the interior ministry.

While, Pir Baksh Jamali, who was holding the charge of Federal Ombudsman, has been nominated to hold the charge of Ministry of Kashmir Affairs as its secretary.

Iftikhar Hussain Babar has been posted as the secretary of Wafaqi Mohtasib in place of Pir Baksh Jamali.

Secretary, National History and Heritage Literary Division, Mohsin Haqani has been notified to report to the Establishment Division.

Similarly, Khizar Hayat Khan has been appointed managing director, Public Procurement Regulatory Authority (PPRA). Earlier he was the secretary, Overseas Pakistanis.

Rabiya Adila Javeri, a BS-21 officer of Pakistan Administrative Service, has been given additional charge of secretary, Ministry of Human Rights. She was previously serving as Secretary, Trade Development Authority of Pakistan.

Aamir Hassan, former managing director, Public Procurement Regulatory Authority (PEPRA), has been posted as Secretary, National History and Literary Heritage Division, while Mirza Sohail Amir has been transferred from Secretary, Ministry of Religious Affairs to Secretary, Overseas Pakistanis and Human Resource Development Division.

While, Secretary, Ministry of Communication, Khalid Masood has been transferred as Secretary, Ministry of Religious Affairs.

The notification also stated that Muhammad Suleyman Khan, a BS-19 officer of Commerce and Trade Group, presently posted as Capital Development Authority, Islamabad member has been repatriated to its parent department.
