CDA gets rid of ‘rude’ Member Administration

The Establishment Division on Friday issued a notification, appointing Yasir Pirzada as the new Member Administration of the Capital Development Authority (CDA) Board. Pirzada replaces Suleyman Khan Warraich.

The elected representatives of Islamabad had earlier protested against Warraich, accusing him of behaving rudely towards opposition members of the Metropolitan Corporation Islamabad (MCI). They had walked out from the last session.

Jamaat-e-Islami leader Zubair had also held a press conference and gave an ultimatum to the government to transfer Suleyman. Otherwise, he had said, their party would protest in front of CDA Headquarters.

Suleyman had been accused of owning around two hundred kannals of land in Shah Allah Ditta. He was also accused of using his official position to influence the local people to sell their land to his real estate firm on throw away prices.

It is pertinent to mention here that the Member Administration registered his property company “Tri-Quest” with Securities and Exchange Commission (SECP) in 2014. According to ESTA codes a civil servant cannot own, run or be a beneficiary of any private business after joining civil services, which could create a legal hurdle for future of his service.

After the formation of MCI, Mayor and CDA Chairman Sheikh Anser Aziz gave additional charge of CMO to Member Administration Suleyman, as the service regulations of MCI are yet to be formed.

A decade back, according to the documents available with Pakistan Today, in order to evade taxes he had purchased the lad for Rs 3.6 million per kanal in the mentioned area. However, he registered it with the Revenue Department at the rate of Rs 0.5 million per kanal, which is an illegal act.

As per CDA by-laws and service regulations, an officer must have a three months service in the authority in order to become a member of the CDA. Sheikh Anser Aziz had accommodated a junior grade 19 officer of commerce and trade group to the key post of member administration and CMO, a post of grade 20.

The new member was previously appointed in Federal Board of Revenue and he will work as member administration CDA till further orders, the notification stated.
