Even with the Local bodies Elections which were held a year back in the Federal Capital, devolution of powers to grass root level has not taken place so far.
Chairmen of 50 Union Councils remained deprived of salaries, offices and other perks since last one year.
On the orders of the Islamabad Mayor, a notification was issued by Director Metropolitan Corporation Islamabad (MCI) Abdul Razzaq stating that a decision had been reached that all Union Council chairmen would be allowed to hire only one supporting staff-member; the salary for any such staff would have to be paid out by the UC chairmen themselves.
This policy is to be implemented in all Union Councils until a full-fledged policy is devised by the relevant authorities.
The notification further says that supporting staff can only be regularized if it is mentioned in the detailed policy build-up by the authority.
