CDA appointed 572 workers flouting board’s decision

The Capital Development Authority’s (CDA) board in its fourth meeting on Friday decided to initiate an inquiry against the appointment of 572 workers on muster rolls against its decision of 2012.

The board met under the chair of Mayor and Chairman CDA Sheikh Anser Aziz.

Sources confided to Pakistan Today that the collective bargaining agent (CBA) created the posts of 535 muster rollers in Dec 2015 to Jan 2016 despite the 2012 board decision.

Secretary CBA said that 1722 workers were also regularized on the recommendations of their union during the tenure of then Chairman CDA, Maroof Afzal despite the board decision.

However, the source privy to the development said that the Human Resource Department (HRD) briefed mayor and chairman CDA that there are no record of the appointments of these muster rollers and the workers themselves don’t have their first appointment letters, on the basis of which the authority will make them regular.

It is worth mentioning here that in 2012 board meeting, it had been decided not to hire anymore workers on muster rolls and daily wages.

Mayor said that everyone who was engaged or have link in the appointments of these muster rollers will pay for it; does not matter if they are directors, directors generals or union leaders. And after the complete inquiry, the board will decide about the future of these workers.

CDA board decided on Friday to handover the administration of CDA hospital back to the authority due to lack of funds and medicines in the hospital, due to the bad management the patients are suffering.

CDA is all set to auction 26 commercial plots in various posh sectors to earn money for the revenue and salaries of their employees.

Source said that as the Security Exchange Commission of Pakistan (SECP) and federaloOmbudsman got the approval for the allotment of plots from PM, board decided to allot the plots to the said government departments and summary in this regard has been forwarded to the federal government.

“CDA labor union by using its influence forced the previous administration to appoint or hire the workers on muster rolls, and then after that they got them regularised and minted money through it” said an anonymous official

According to CDA by-laws, once a worker hired on muster roll, then after the span of 3 years he/she will be promoted to daily wages and then become a permanent employee of the Capital Development Authority (CDA).

When contacted, the secretary of CDA labor union said, “We admit that the labor union had created posts of 535 muster rollers in Dec 2015 knowing the ban on appointments by the board, adding that muster rollers are poor people who had not been getting paid for many months. The incumbent management have to take care of them, assures them a good future by promoting them to daily wages for last time.”
