337 MCI workers deprived of salary for 2 months

The 337 workers of Metropolitan Corporation Islamabad (MCI) appointed by CDA chairman and Administration member for the maintenance and security of Lake View Park, Rose and Jasmine Garden, Play Land, Rawal Dam and other 125 parks in federal capital have been deprived of their salaries for 2 months.

According to the documents available with Pakistan Today, after every three months the staff hired on muster roll needs extension from CDA chairman and Administration member. However, as the last extension of 337 muster roll workers was expired two months ago. Since then, the staff on muster roll was not getting their salary or extension as they keep on working and mark their attendance on daily basis.

The labourers’ spokesperson said that they’ve been trying their best to meet CDA chairman and has requested several times to the Human Resource Directorate (HDR), but unfortunately, no authority was interested to resolve the issue of poor and needy staff.

It is worthy to mention here that after the demarcation of powers between Metropolitan Corporation Islamabad (MCI) and Capital Development Authority (CDA), the Environment Directorate has been given under the jurisdiction of MCI.

The incumbent management of MCI, Mayor and CDA have finalized the decision to abolish the posts of member environment and director general environment as the directorate has already been given to MCI.

“The staff on muster roll will be treated under the umbrella of Capital Development Authority (CDA’s) rules and regulations because the service regulations of MCI are yet to be notified,” said an official of Environment Wing.

As per CDA’s service regulations, staff of muster roll after 3 years will be promoted to daily wagers and then after the span of 2 years, the staff will be regularized. “The union leaders using their influence to regularize Naveed Liaquat son of Muhammad Liaquat to BPS-14 on June 16, 2016 is giving precedence over staff that has experience of more than 10 years,” said a labourer.

On Thursday, a group of muster roll employees met Administration member Suleyman Warraich and briefed him on their case. He assured them to solve their issue as soon as possible and directed the deputy director of HRD to put up the file.DD HRD however claimed that their case would not be filed from the F-9 environment directorate.

Source confided that the group of affected staff showed their wish to meet Mayor and Chairman CDA, Sheikh Ansar and waited for more than 2 hours in his waiting room, but suddenly the PA to Mayor said that Mayor is leaving for PM house and will meet them on Monday.

One of the labourers said on the condition of anonymity that they’re getting 10,000 per month against the minimum wages announced by the government of Pakistan which is 14,000.
