Sindh Chief Minister Syed Murad Ali Shah has directed the local government department to submit their PC-1 documents to the P&D department today (Wednesday) and get them approved from technical committee and provincial Development Working Party (PDWP) so that they could be completed by December 2016.

He issued the directive while presiding over a meeting at the CM House to review 21 development schemes of Rs10 billion Karachi package on Tuesday.

The meeting was attended by Local Government Minister Jam Khan Shoro, Chief Secretary Siddique Memon, Principal Secretary Alamuddin Bullo, ACS (Dev) Mohammmad Waseem, Commissioner Karachi Aijaz Khan, Administrator Karachi Laiq Ahmed, Secretary Finance Hassan Naqvi, Secretary P&D Rehana Memon and others.

Briefing the chief minister, ACSS (Dev) Mohammad Waseem said that Rs10 billion Karachi package had 21 schemes and they were to be completed during the current financial year. The chief minister said that he would provide necessary funds but schemes must be completed by December 2016.

Briefing about Shaheed Benazir Bhutto Flyover at Shaheen Complex, the ACS (Dev) said its construction cost was Rs 754 million. It would be 400 meter long and its completion time was eight months from the date of start, he added.

The chief minister asked the project director if he had submitted the PC-I with P&D but his reply was in negative. The chief minister directed him to submit the PC-I by today and also urged ACS (Dev) Waseem to hold technical committee meeting on Friday to approve the scheme. “I want you (PD) to start working on shifting the utilities of KE, SSGCC, water board and such others. The approval of the schemes and shifting of the utilities must be done simultaneously so that it could be completed before December,” he said.

Briefing on the construction of University Road from Hassan Square to Nipa, the ACS (Dev) said it was an Rs995 million scheme and its total length was 3.5 kilometer while its width was 16.1 meter.

The chief minister directed the project director to submit its PC-I to the P&D department and take this matter in the technical committee meeting on Friday. The chief minister said the road must have drains on both the sides.

Talking about construction of University Road from NED to Safora Chowk, the ACS (Dev) said that it was an Rs780 million scheme. “The length of road is 4.5 kilometer with two meters footpath, drainage, LED lights, he added. “Its PC-I has been submitted with the P&D. It is supposed to be completed within next six months. The chief minister directed P&D department to approve this scheme in the technical committee meeting being held on Friday.”

Discussing rehabilitation/reconstruction of Tariq Road from Shaheed-i-Millat Road to Shahrah-i-Qaideen, the chief minister was told that it was an Rs523.2 million scheme and its length is 2.1 kilometer.

The chief minister directed the PD of the project to widen it as much as possible. He also urged them to give it a surface drain and make it green and illuminated with lights. The PD told the chief minister that there were some issues of shifting of utilities installations.

The chief minister directed the chief secretary to personally handle these issues. “This is very much clear that no scheme should stuck up in one or the other issues,” he said.

The chief minister was told that Natha Khan Road needed a U-turn to reduce traffic pressure. The scheme will cost Rs330 million.

The chief minister asked why a turn cost had gone so high. ACS (DEv) Mohammad Waseem told the chief minister that military’s land was being acquired, therefore cost of the project had gone up.

Syed Murad Ali Shah was also briefed about the Manzil Pump flyover at N-5 Karachi. The cost of the project is 553.969 million. The length of the flyover is 400 meter. It would cater to the growing traffic pressure of Landhi Industrial Area. It would be three-lane flyover with a separate dedicated lane for Landhi. The chief minister said that this project must complete by November 2016.

The sub-Marine Chowrangi underpass is an Rs667.6 million project. The underpass would be constructed on Khaliqzaman Road reaching Sub-Marine Chowrangi and it will be connected with Gizri Bridge. The chief minister directed the P&D department to look into every aspect of the project so that it could be made in the public interest. He asked the chief secretary to coordinate with DHA and Cantonment for shifting of utilities.

The chief minister said the remodeling of Baloch Colony fly over was a most important scheme. This bridge had some design problems, therefore, its one lane remained closed, he added.

This must be redesigned by making necessary changes into it. The remodeling project will cost Rs 112.82 million. Its two existing ramps would be demolished and a road would be constructed with a separate lane.

A similar problem is with Drig Colony Flyover which causes serious traffic jams at the corner developed for the traffic going to Saddar area. This bridge also needs remodeling at a cost of Rs 556.08 million.

The chief minister directed the minister local government to personally monitor the work on this project so that existing structure could be used by adding another portion to give smooth flow to the traffic from the Airport to Saddar.

Some other projects were also discussed and the chief minister directed the Karachi commissioner to make the city green, developed and clean. “This is my commitment with the people of this city,” the chief minister alleged.
