Future of students hanging in balance as BINACHS still without PNC affiliation

The Benazir Institute of Nursing and Community Health Sciences (BINACHS), Larkana, has not yet been registered with the Pakistan Nursing Council (PNC) despite the passage of four years due to which the future of more than 200 enrolled students is hanging in the balance.

The Mohtarma Benazir Bhutto Medical University (MBBMU) had floated advertisements for fulfillment of teaching faculty, but no candidate applied as per the set criteria. Also, the MBBMU principal is not a PhD degree holder.

Reports say the building of the institute is still incomplete as per the approved PC-1 while the authorities claim the faculty will be completed by August 2016.

Registration of the Bibi Aseefa Dental College (BADC) is also at stake despite tall claims of the MBBMU authorities, raising many questions about the future of both the institutions and students so far enrolled in them.

Reportedly former vice-chancellor Prof Akbar Haider Soomro started admissions in both these institutions in a haste without acquiring registration due to which the PNC has refused to register the BINACHS as it has not included it in the nursing institutes list issued in April.

The BINACHS was established in the Chandka Medical College (CMC), but its new building is said to be under construction near Khair Muhammad Areeja village.

According to PNC rules, only a PhD in nursing can be appointed and posted as the principal, but Surayya Nasir had been posted as its principal in violation of the rules. She is being offered Rs 0.5 million monthly pay along with official residence and a new car.

According to PNC requirements, there should be a lecture hall for 100 students and an auditorium hall for 300 students, at least four classrooms, common hall, library, cafeteria, six laboratories and seven offices for principals and other staff. The under-construction building however still lacks these facilities.

Under PNC requirements, a hospital having 20 beds each for surgery, medicine, ENT and dental departments is also needed. According to the existing rules, first permission is to be sought and if granted by the PNC, then admissions are made but here self-made system has been enforced in reverse gear due to unknown haste. So far a single visit has been paid by the PNC team during which they found incomplete facilities and since then total silence prevails. Dr Suhail Aman Jokhio, who is the son of the pro VC, has been posted to the institute in sheer violation of the existing rules.

Spokesman of the university Abdul Samad Bhatti told media on Friday that efforts were underway to get the institute registered with the PNC. He said VC Prof Ghulam Asghar Channa has already stated that the BINACHS would be registered before the passing of the first batch.
