KP govt to upgrade special education institutes up to secondary level

In a bid to ensure the provision of a secondary level education to physically disabled persons, Khyber Pakhtunkhwa (KP) government has taken the initiative of upgradation and construction of special education institutes up to secondary level in each division of the province.

Sources privy to the development told Pakistan Today that under the scheme, ugradation of blind school for girls at Nankpura and deaf and dumb school for boys at Gulbahar Peshawar have already been approved.

They hoped that upgradation of the two schools is likely to be completed by June 30, 2017 and higher classes would be commenced in 2018.

Pakistan Tehreek-e-Insaf (PTI) led government in KP gives special emphasis to education and even to the education of the special people; hence the government decided to upgrade and construct special education institutions in each division of the province.

Sources said that the provincial government earmarked Rs 400 million for the scheme under the proposed ADP 2016-17 for a period of three years.

They said that the decision was taken because the special people could not get higher education due to non-availability of institutions and left their education half-way despite being talented.

According to the documents available with Pakistan Today, there are 38 functional government special education centers in KP. Out of functional 38 centers, there are four (11%) male only, two (5%) are female only and 32 (84%) are co-education. Out of total centers, 23 are primary level, ten are middle level and five are higher secondary level.

All these centers are located in the urban areas and the only ADP Mentally Retarded; Physically Handicapped center is located in district Upper Dir.

There are 2,343 students enrolled in the government special education centers of which 1,847 (79%) are male, while 496 (21%) are female.

The documents revealed that during the current year, the enrollment has increased by 2.90%.

The distribution of enrollment by the type of center is 333 (14%) in visually handicapped, 1,327 (57%) in deaf and dumb, and 683(29%) in mentally retarded and physically handicapped centers.

The documents said that out of the total 38 centers, 10 are for visually handicapped, 14 for deaf and dumb, while 14 are for mentally retarded and physically handicapped persons.

According to the detail, out of 38 centers, 20 are functioning in the government buildings, whereas 18 are in rented buildings.

Out of the total special education centers, eight centers are in Peshawar, four in Mardan while Abbottabad, D.I.Khan, Mansehra, Kohat and Lower Dir each has three centers.

Lakki Marwat, Battagram, Bunner, Upper Dir, Tank, Karak and Shangla are among the prominent districts having no special education centers.
