A divisional bench of the Sindh High Court issued notices to the district health officer, taluka municipal administration, deputy commissioner Larkana, director malaria control programme, director general health services Hyderabad, and secretary local government and secretary health department Karachi in a constitutional petition filed by Advocate Rafique Ahmed Abro in the Sindh High Court (SHC) Circuit Court, Larkana, on Tuesday.

The bench consisted of Justice Abdul Rasool Memon and Justice Anwar Hussain. The petitioner submitted before the court that due to mismanagement and carelessness of the respondents, the condition of Larkana had become worst as there were many open manholes in the city and almost all the streets of localities were littered with garbage and sewerage.

He further stated that it was prime duty of the respondents to provide all basic necessities of life to every citizen, but the inhabitants of Larkana and its surrounding areas had been deprived of basic facilities, including healthcare, resulting in breeding of mosquitoes, dengue, fungus and other insects which were increasing day by day.

The citizens of this city and adjoining areas were being affected by malaria and other infections, but the respondents were reluctant to take necessary measures against the disease, he added. He prayed to the court to direct the respondents to take necessary measures for better health of inhabitants including anti-malarial spray and cleaning of the city.

All the respondents were issued notices and the case was adjourned for April 20, 2016.
