IESCO’s officials suspended, CEO replaced for illegal recruitment, NA told

Ministry of Water and Power has suspended four officers and CEO of Islamabad Electric Supply Company (IESCO) for making illegal appointments in the company during the last year.

“The Ministry of Water and Power has completed enquiry proceedings and resultantly, manager (HR) and three other officers of IESCO have been placed under suspension and disciplinary action has been initiated against them, whereas, IESCO CEO was also replaced,” the Ministry said in a written reply to the National Assembly.

The statement said that after lifting the ban on recruitment and obtaining concurrence and NOC from the Ministry of Water and Power, IESCO advertised 1,658 vacant posts in BS-1 to 19 under general categories and 418 posts against 20 per cent employees’ children quota in the print media.

In pursuance of the instructions contained in Establishment Division’s written test of eligible candidates, a test was conducted by engaging testing agency M/S Resource Access (Private) Limited for the posts in BS-6 and above from May 30 to June 3, 2015.

Subsequently, interviews of short-listed candidates against the positions in BS-17 to 18 were conducted from July 1-16, 2015 and appointment letters were issued to 90 candidates. As many as 87 selected candidates joined IESCO on August 7, 2015.

Recruitment process of remaining posts was stopped as per direction of the Ministry of Water and Power due to ongoing enquiry into IESCO’s recruitment process.

Meter Reader Manzoor Hussain Shah had challenged the whole recruitment process through a writ petition in the Islamabad High Court (IHC).

The IHC ordered NAB and FIA to investigate the matter. The two agencies are now investigating the recruitment process.
