NAB authorises inquiry against Abbas International Educational Consultants for defrauding 106 students on processing of Australian visas

The Executive Board Meeting (EBM) of the National Accountability Bureau (NAB) was held under the Chairmanship of NAB Chairman Qamar Zaman Chaudhry at NAB Headquarters. A number of decisions were taken during the meeting.

The EBM decided to file a corruption reference against former minister for Petroleum Dr Asim Hussain and others. In this case, they were accused of fraudulent land allotments and illegal annexation of land, unfair natural gas distribution quotas and money laundering.

The meeting decided to authorise three inquiries. The first inquiry was authorised on the complaint of Australian High Commission, Islamabad against Nazir Abbas of Al-Abbas International Educational Consultants and others. They are accused of cheating students at large and defrauding 106 students by collecting approximately Rs 760 million for processing Australian visas.

The second inquiry was authorised against Ashfaq Jumani, of NHA, M/S Siraj (Pvt) Ltd and others. In this case, they have been accused of misuse of authority in illegally awarding contract to M/s Siraj (Pvt) Limited. This caused a loss of Rs 92,831,207 to the national exchequer.

The third inquiry was authorised against MPA Saradar Asif Nakai, former housing society president Khan Arshad Khan, Dr Muhammad Ilyas Qamar, Talib Hussain Talib, Marketing Manager and others of Al-Madina Garden Housing Society, Pattoki, Kasur. They have been accused of misappropriation and criminal breach of trust in respect of amount recovered as consideration of plots and development works thereof by omitting the development works in the society and non-mutation of land in the name of the purchasers.

The EBM decided to authorise investigation against former petroleum minister Dr Asim Hussain, former SSGCL MD Azeem Iqbal Siddiqui, former SSDCL MD Zuhair Ahmed Siddiqui, former SSGCL MD Shoaib Warsi, Khalid Rehman and others. Those under investigation have been accused of misappropriation of funds of SSGCL and OGDCL by providing illegal benefits to Jamshoro Joint Venture Ltd (JJVL) from 2011 onwards in gas worth billions of rupees. This caused a loss of approximately Rs 10 billion to the national exchequer.

The EBM re-authorised investigation against former deputy district officer (Revenue) Karachi Dr Rasool Bux Solangi, former tapedar Gulshan-e-Iqbal Town Karachi Abdul Aziz Qazi, Abdul Majeed and Justice (r) Zahid K. Alvi. Thy have been accused of misuse of authority, corruption and corrupt practices. This caused a loss of approximately Rs 1.26 billion to the national exchequer.

The EBM re-authorised inquiry against officials of Sindh Building Control Authority (SBCA), Karachi Development Authority (KDA) and others. The case involves misuse of authority and illegal conversion/allotment of land to resourceful persons, causing a huge loss to the national exchequer.

The EBM also decided to close complaint verification against Daewoo, Pakistan CEO J.H.Kim due to civil nature of the case and because the National Accountability Ordinance does not take cognizance of the offence.
