54,376 combing operations conducted so far under NAP

Law Enforcement Agencies (LEAs) have carried out 54,376 combing operations so far under the National Action Plan (NAP); as a result, 2,159 terrorists were killed and 1,724 arrested.

Similarly, 6,500 intelligence-based operations were carried out and 1,388 intelligence reports were shared with intelligence agencies.

NAP is a manifestation of national consensus and the government would ensure its swift implementation. The government aims to continue NAP and all other initiatives to eliminate extremism and terrorism from the country.

As per statistics regarding implementation of NAP, out of total 20 points, there has been a satisfactory progress on 15 points while progress on five points is a bit slow.

The incidents of terrorism, as hard statistics indicate, have definitely reduced from 5,496 in 2014 to 3,625 in 2015.

With regards to the registration and regulation of religious seminaries, the data showed that 182 suspicious seminaries were shut down in Punjab, Sindh, and Khyber Pakhtunkhwa.

The LEAs also sealed 182 Islamic seminaries for fanning extremism, while Rs 1 billion in funds for proscribed militant groups were frozen.

As part of a strategy to choke terror financing, State Bank of Pakistan (SBP) froze Rs 1 billion in 126 accounts linked to proscribed organisations. Further, the LEAs have recovered Rs 251.2 million in cash, which was being traded through Hawala and Hundi.

The data showed the government also recovered Rs 19.77 million from suspects involved in 2004 ‘Chowk Yadgar Operation’ in Peshawar. Militant outfits and armed gangs will not be allowed to operate in the country.

Regarding banned groups, the government has put 8,195 people in fourth schedule in addition to including names of 188 hardcore militants on Exit Control List. Movement of 2,052 hardcore militants has also been restricted. Similarly, the government has registered 1,026 cases, while 230 terror suspects have been arrested. There were 64 banned organisations under law of land while 74 had been declared unlawful by United Nations.

The activities of these organisations are constantly being monitored and their activists are under surveillance. Present government has codified the proscribed organisations. 62 proscribed organisations were declared banned outfits, as previous government failed to do anything in this regard.

With regard to hate speech, over 1,500 books and other hate material had been confiscated and 73 such shops sealed while 2,337 cases were registered for hate speeches and material and 2,195 persons were arrested.
