Judiciary to continue dispense justice: Justice Saqib

Justice Saqib Nisar of Supreme Court Saturday said that judiciary would continue to dispense justice to the people despite all odds.

Speaking as a chief guest at a seminar organised by the Supreme Court Bar Association (SCBA) here, he said that they were making efforts to introduce a balanced and proportionate judicial system to restore the confidence of general public in the system.

He said: “We will have to introduce a strong system of judicial accountability and self-accountability to make the institution an exemplary one in the world.”

He stressed the need for framing strict laws for the appointment, promotion and transfer of judges at lower level so that they could perform their duty with honesty and dedication. He urged the lawyers to move to the judiciary in matters of violation of basic human rights in any sector of life.

Speaking at the seminar, Senior Judge of the Lahore High Court, Justice Mansoor Ali Shah said that if any judge of lower judiciary is declared corrupt in his ACRs, he should be sacked immediately. He also underlined the need for introducing a strong system of judicial accountability.

He highlighted that at present, every judge from lower judiciary to higher judiciary was quite independent and was working without any pressure. He said that there was a need to introduce modern technology in the judicial system to preserve data of cases and their quick disposal. He said that for this purpose, the LHC had started computerisation and preservation of data of cases being heard in the courts.

He said the LHC had launched a programme to impart training to about 3,000 judges of lower courts of Punjab.

He pointed out that world was going to adopt Alternative Dispute Resolution (ADR) system. He said that about 50 percent cases in India were being resolved through mediation system. He asked the judges and lawyers to get prepared themselves according to the ADR system.

President of the Supreme Court Bar Association, Ali Zafar, President Lahore High Court Bar Association, Pir Masood Chishti, Azam Nazir Tarar, Ahsan Bhon and Ahmed Awais also addressed the seminar.
