CADD, FDE’s performance unsatisfactory during year 2015

The overall performance of the Ministry of Capital Administration and Development Division (CADD) remained abysmally unsatisfactory during 2015 as it failed to achieve many targets.

The CADD and its affiliate Federal Directorate of Education (FDE) failed on many fronts including construction boundary walls of education institutions, regularizing over 2,000 teaching and non-teaching staff, organize sports galas, smart school project, up gradation of high schools and provision of transport facilities, among other missing targets.

The government had allocated Rs200 million during 2015-16 for the above said sachems and plans but the CADD has and the FDE have failed to get them utilised. According to a source in the FDE, transport facilities were not available in 383 government schools, which were also functioning without boundary walls, putting lives of teachers and students at stake.

After an attack on Army Public School Peshawar, the federal government had directed the CADD to ensure foolproof security at educational institutions by constructing high boundary walls and deploying security guards besides installing CCTV cameras. According to the source, only installation of CCTV cameras has been completed during the last one year.

A senior CADD official claimed that the missing facilities will be provided to education institutions as, according to him CADD Minister Tariq Fazal Chaudhry was working on a new plan of action to make the educational system of Islamabad a role model for the entire country.
