The Sindh Assembly on Friday passed the Sindh Criminal Prosecution Service (Constitution, Functions and Powers) (Amendment) Bill, 2015 amid uproar of the Muttahida Qaumi Movement (MQM) lawmakers.
According to details, the MQM members strongly protested in the House when senior minister Nisar Ahmed Khuhro, after introduction of the bill, tabled a motion to relax rules to allow the consideration of the Bill No 43/2015. They gathered before the dice of speaker, raised slogans and tore down the copies of the agenda. However, the chair continued the House and the Bill was passed amid the protest. Later, the Chair adjourned the House to Monday.
The House met one hour and 20 minutes late than its scheduled time of 10:00am. However, the quorum was maintained throughout the sitting. Earlier, the MQM members protested when the deputy speaker chairing the house did not allow the Leader of Opposition Khuwaja Izhar to table a point of order. PML-F member Nusrat Seher Abbasi also complained that Deputy Speaker Shehla Raza was playing a biased role and ironing the opposition while fully facilitating the members of PPPP.
Later the opposition leader on a point of order demanded to form the business advisory committee of the House. He congratulated the newly-sworn of elected representatives of local bodies and paid rich tributes to the Supreme Court of Pakistan for its order to hold the local government elections. He noted that the elected governments in Pakistan had never conducted local government elections in their tenure, but the credit goes to the Supreme Court of Pakistan for successful holding of these polls. He said they would get full rights for these elected representatives through the assemblies and the courts.
MQM MPA Heer Soho presented an adjournment motion for not issuing joining letters to qualified sub-inspectors in Sindh.
Muhammad Hussain Khan of the MQM moved the privilege motion No 1/ 2016. Two members spoke on it and it took six minutes. The senior minister, Nisar Khuhro, opposed the privilege motion on technical points and the Chair rejected the motion declaring it out of order. MQM parliamentary leader Sardar Ahmed requested the chair to adjourn the House to Friday between 1:00 and 2:00pm, so that the members could offer Jumma prayer. The agenda items from IX to XII were not taken by the House. The Chair adjourned the House to Monday at 10:00am.
