A corruption case has been registered against ex-medical superintendent of Chandka Medical College Hospital, Larkana, and others for massive irregularities.
An FIR has been registered after the receipt of permission from the competent authority by Inspector Muhammad Paryal Morio, Circle Officer, Anti-Corruption Establishment (ACE), Larkana, under sections 409, 468, 477-A, 34 PPC read with section 5(2) Act-II of 1947 against Dr Safiullah Abbasi, ex-medical superintendent, Chandka Medical College Hospital, Additional Director Qazi Tariq, Shabir Ahmed Panhyar Ex-XEN Provincial Buildings Division, Sunder Mal Ex-XEN Provincial Buildings, Larkana, Niaz Hussain Jalbani Divisional Accountant, contractors Khalil Ahmed Shaikh, Churchill Shafqat Siddiqui, Naeem Ahmed Mangi and Syed Rakhial Shah for fraud and forgery and misappropriation of government money amounting to Rs 3,53,74,400.
It has been alleged in the FIR that the accused prepared bogus MBs and bills without completing the development works at the site and made final payments to the contractors illegally by way of misappropriation and caused losses to the government.
It has been alleged that the excess amount from estimate/technical sanction has been given to the contractors unlawfully without approval of the competent authority.
Details given in the FIR include that contractor Naeem Mangi was given Rs 1,15,99,813 in excess for construction of Benazir Bhutto skin disease complex while contractor Shafqat was given Rs 1,50,18,876 in excess for construction of dental & hepatology department. Another contractor Khaleel Shaikh was given Rs 27,27,823 in excess for establishment of oncology department while one Rakhial Shah was given an amount of Rs 60,27,888 in excess for up-gradation of surgery department.
The FIR has been lodged after inquiry conducted by ACE on order of the Sindh High Court.
