AGP orders inquiry into ‘illegal’ appointments on lucrative slots in USC

The Auditor General of Pakistan (AGP) has termed the recruitments in Utility Stores Corporation (USC) being paid millions of rupees as salaries that to illegal.

These recruitments including Chief Financial Officer, Chief Internal Auditor, General Manager IT and Chief Operating Officer.

AGP directed authorities to probe the recruitments and identify the responsible persons, Online has learnt.

According to documents received by Online, USC advertised the vacancies of CFO, CIA and CS in national dailies in 2014 while in January 2015 it advertised the posts of GMIT and COO.

After this, the selection committee recruited the Hamood-ur-Rehman as CFO, Umer Zia CIA and Naeem Aslam C S against the monthly salary of Rs. 4 lac, 3 lac, 2 lac and Rs.65 thousand respectively.

The audit report shows that Hamood-ur-Rehman neither applies for the post nor his name was included in short listed candidates by the selection committee, despite this, he was recruited on five year contract against the monthly salary of Rs. 4 lac.

According to document, the appointments on the posts in USC including CFO, CIA, and CS were made unnecessary and USC has to bear millions of surplus financial burden.

The document further shows that these officials did not take any measure for the welfare of the corporation. Contrary to this, Rs, 1.6 million and 30 thousand were being paid to these officials in the form of their monthly salaries.

“Prior approval from the Prime Minister was necessary for the appointment on these slots against heavy salary packages but the authorities concerned appointed on these slots without the approval of PM, which caused millions of loss to USC”, the document concluded.
