Though Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan has been actively pursuing a structural positive change in the country’s governance system, it seems the revolutionary leader has serious challenges from within his own party.
Documents available with Pakistan Today have revealed that Khyber Pakhtunkhwa (KP) Chief Minister Pervez Khattak doled out a sum of over Rs 80.49 million to 993 officials of various departments from grade-22 to grade-one in the name of “honorarium” during the fiscal year 2014-15.
It seems that Pervez Khattak, who is a traditional politician and has been part and parcel of the rotten political system before joining the PTI around three years back, changed his party affiliation but could not get rid of his old habits.
Officials who were awarded the money included the personal staff of the chief minister, the chief secretary, and other top and small babus.
According to the document, the provincial government’s finance ministry made the payment to officials of seven departments from scale 1 to 22.
Out of the total amount of Rs 80.49 million, Chief Minister’s Secretariat servants were awarded Rs 10.32 million. Provincial ministers’ staff members, including drivers, cooks, etc were awarded another Rs 4.9 million. Officials from the Planning and establishment divisions received Rs 10.36 million. Similarly, police officials, including special branch and officers deployed at Civil Secretariat received over Rs. 5.9 million.
Moreover, the Establishment and Administrative department’s employees were awarded over Rs 20.60 million, while the provincial finance ministry received over Rs 10.98 million. The Provincial Building Maintenance Cell (PBMC) received over Rs 1.3 million, while 760 staff members of Establishment and Administration department were given Rs 20.60 million.
Likewise, the provincial ministers and advisers’ drivers and Nai Qasids received Rs 4.9 million, while the Establishment and Administration Department Section Officer HRD seven servants were awarded over Rs 290,000 under the same sub-head.
Three SOH, RD-2 staffers, received over Rs 160,000, while 10 servants of the Deputy Secretary Establishment were awarded Rs 192,000 in the name of honorarium.
Similarly, two employees of Library Admin received Rs 111,000, while seven staffers of Deputy Secretary Regulation-1 were awarded over Rs 220,000. Three employees of Deputy Secretary Regulation-2 were given over Rs 162,000 under the same sub-head.
Deputy Additional Secretary Cantt’s four servants received Rs 123,000, whereas eight employees of Chief Secretary’s PSO received Rs 330,000. Another 22 servants of PS to Secretary got Rs 1,280,000 and eight servants of Establishment-4 received Rs 354,000.
Six employees of the Establishment-5 were awarded Rs 261,000.
In addition, six staffers of PSP officers were awarded Rs 225,000 lakh and PSO Technician employees got Rs 441,000.
Six employees of the O&M Section received Rs 230,000 while four servants of SO Regulation-1 got Rs 277,000.
Six staffers of the Additional Secretary Establishment were awarded Rs 370,000, while 10 employees of Deputy Secretary Admin got Rs 329,000.
Six employees of the Additional Secretary Judicial received Rs 320,000, while the Special Secretary Regulation got Rs 320,000.
Seven employees of Special Secretary Regulation received Rs 378,000, whereas the Additional Secretary Regulation got Rs 378,000. Besides three employees of the Additional Secretary Regulation were awarded Rs 378,000.
According to the document, 12 employees of HRD Wing received Rs 520,000. Four staffers of SHO RD-1 got Rs 290,000, while three officials of the Deputy Secretary Association received Rs 81,774.
Meanwhile, eight employees of Section Officer Cantt got Rs 344,000, whereas nine staffers of the Establishment-1 got Rs 325,000.
11 servants of Establishment-2 received Rs 325,000 while 11 employees of Establishment-2 got Rs 361,000. Another six employees of Establishment-3 were awarded Rs 244,000, while three employees of the Establishement-4 were given Rs 354,000.
Moreover, six employees of SOVIP Flight were awarded Rs 314,000, while seven staff of SOVI Flight-2 received Rs 350,000.
Moreover, nine employees of the Protocol Wing got Rs 318,000, while six officials of the Computer Cell (IT) received Rs 315,000.
Five employees of Assistant Communication Security Center received Rs 217,000, while 14 servants of Telephone Exchange made Rs 517,000.
Another three employees of SO Regualtion-1 were showered with Rs 277,000, while six employees of SO Regulation-2 got Rs 241,000. Five employees of SO Regualtion-3 received Rs 237,000, while six employees of SO Regualtion-4 got Rs 227,000.
Seven officials of SO Regualtion-5 got Rs 244,000, while six officials of SO Regulation-6 received Rs 230,000. Eight officials of SO Admin received Rs 175,000, while five staffers of SO Budget were awarded Rs 171,000.
Similarly, eight officials of the Issue Branch received Rs 340,000 while seven staffers of the Fax Section got Rs 214,000.
Meanwhile, 24 employees of Assistant Office got Rs 723,000, while ten officials of Transport Section received Rs 1,944,000.
Thee staffers of Benevolent Fund got Rs 170,000, while 24 officials of General Branch CBA received Rs 610,000.
Nine officials of Account Branch received Rs 296,000, while eight employees of Cash Section received Rs 244,000.
Two employees of Issue Branch were awarded Rs. 340,000, while 20 employees of Transport Section received Rs 1,944,000. Meanwhile, 28 employees of Civil Officer Mess were also awarded Rs 108,000.
Around 34 employees of the Islamabad KP House received over Rs 2,400,000, while another 47 officials of KP Islamabad House got Rs 2,400,000. 11 staff members of Civil Officer’s Mess got Rs 108,000, while 48 employees of Transport Section received Rs 1,944,000.
10 employees of KP House Mardan got Rs 357,000, while 20 employees of Shahi Mehman Khana received Rs 475,000.
Frontier House Nathia Gali’s seven employees received Rs 198,000, while 10 officials of Establishment and Administration received Rs 2,095,000. 49 employees of Establishment and Administration SO Admin received Rs 2,095,000, whereas 47 officials from the Chief Minister’s Secretariat were given Rs 838,000.
