The last attempt by Pakistan and Afghanistan to reach an understanding failed despite initial display of enthusiasm on both sides. It would be natural to ask if the present overture would succeed. Prime Minister Nawaz Sharif and President Ashraf Ghani have agreed that negotiations would be conducted with ‘legitimate political actors who act along with the Afghan government against those refusing to take the path of peace’. Thus the Taliban have not only to stop their attacks inside Afghanistan but also fight shoulder to shoulder with Ghani government against whosoever takes up arms against the Afghan state. This would require an understanding between the two on the tricky issues of the future shape of polity and the Taliban’s share in power.

There is a strong lobby in Kabul comprising certain opposition leaders, sections of media and powerful elements in NDS which is opposed to talks with the Taliban and the association of Pakistan with the peace process. These elements had sabotaged the talks with the Taliban leadership by leaking the information about Mullah Omar’s death and unleashing a vicious propaganda campaign against Pakistan. The delegation led by Pashtun leaders from Pakistan managed to persuade them to give peace efforts a trial. Dynamics of internal politics, however, would again force them to oppose the peace process as it would help President Ghani consolidate his power which they do not want. One wonders if Ghani has the political acumen to keep the elements at bay.

It is in Pakistan’s vital interest to help bring peace to Afghanistan. With terrorist networks free to operate inside the neighbouring country, it may not be possible to stop terrorist attacks inside Pakistan. Pak-Afghan cooperation has also the potential for opening a new vista of economic opportunities for both countries. Pakistan needs to do all that it can to persuade the Afghan Taliban to reach an understanding with President Ghani. Sharif should also seek the help of the Pashtun leadership in Pakistan in taking the peace process to successful conclusion.
