NAB arrests Ex-Vice Chancellor, Bahauddin Zakariya University over fraud charges

The National Accountability Bureau (NAB) arrested Syed Khuwaja Alqama, Ex- Vice Chancellor Bahauddin Zakariya University (BZU) Multan and Hamza Muinir, Director Lahore Campus BZU on Thursday, on the charges of misuse of authority & cheating public at large by opening a Sub Campus of the university at Lahore illegally.

The action was taken by Director General NAB Multan in pursuance of policy for speedy disposal of mega corruption cases involving influential accused persons. The accused will be produced before the court for physical custody on remand for further investigation.

Syed Khuwaja Alqama (Ex. Vice Chancellor), Malik Munir Hussain (Registrar) BZU, and Mr. Munir Bhatti & his son Hamza Munir who were the proprietors of West Continental Group, opened a Sub Campus at Lahore in violation of existing law/ rules & policies.

The accused, Ex-Vice-Chancellor  illegally signed the Deed of Agreement by exercising the emergency powers vested with his office. As it stands, the power to enter into such an agreement vests with the University Syndicate, and the Vice Chancellor did not have this authority.

He allegedly collaborated with the Registrar BZU, Multan to issue the NOC to the M/s West Continental Group (WCG), without getting prior approval from the University Syndicate.

If proven true, Alqama and the other accused will be found in violation of instructions given by the Higher Education Commission (HEC). An advertisement was also published in the press with remarks “HEC recognized degree” to allure new students to the unauthorised new campus.

The proprietors of the M/s West Continental Group, who are allegedly running the Sub Campus of BZU at Lahore, thus stand accused of collecting approximately Rs.925 million as admission fees/ other dues etc through cheating and fraud.
