A controversy erupted Saturday after Sindh Governor and Dow University of Health Sciences (DUHS) Chancellor Dr Ishratul Ebad Khan appointed Prof Dr Noshad A Shaikh as the university’s new vice-chancellor.

According to a notification issued by the Governor’s House, the appointment has been made under the Sindh Universities Laws (Amendment) Act, 2013, for a period of four years. Shaikh assumed the charge as the vice-chancellor on Saturday.

Sources however said this new appointment had again created confusion among the medical community and further deepened the conflict between the chief minister and the governor.

Ebad had, on the advice of Chief Minister Qaim Ali Shah, appointed Prof Dr Umar Farooq as the acting DUHS VC on September 15, while later on September 19 he appointed Karachi University Vice-Chancellor Dr Muhmmad Qaiser as the acting DUHS VC till appointment of a regular vice-chancellor without the approval of the chief minister.

As per new Sindh Universities Law (Amendment) Bill, 2013, the appointment of vice-chancellors, pro-vice chancellors and directors of various affiliated institutions of public sector universities could be made on the recommendations of the chief minister.
