I’ll do as I please, says PSF chair while thumbing nose at rules

The recently appointed Pakistan Science Foundation (PSF) chairman has violated the rules right under the nose of the Prime Minister Secretariat by appointing new staff members that haven’t cleared NTS/PTS.

According to the details, the Ministry of Science & Technology (S&T) has circulated a letter Ref. F. No. 1 (4)/2014-Coord-Volume 2/ April 16, 15 to all its institutions under the ministry. The letter directed all institutions that from posts of BS-6 and above be sent to the ministry for holding competition NTS/PTS.

But the PSF Chairman, Dr. Mohammad Asharf, has reportedly appointed his blue eyed staffers. The Ministry of Science and Technology had appointed Ashraf earlier this year. Right after his appointment he shuffled the entire institution. The chairman picked his new staff without following set rules and issued offer letters to staff that goes all the way up to grade 20.

Talking to Pakistan Today, Dr Mohammad Ashraf said that he is fully authorised to appoint anyone at any post. PSF has its own selection board and can choose the person of its own choice, he added. Federal Minister for S&T Rana Tanveer Ahmad and his spokesman Khalid Siddique were not available for comment as both are out of the country.
