KP CM warns of clipping powers of district nazims misusing office

Heads of the district and tehsil governments will be removed from their offices in case of their failure to get the annual budget approved from their respective councils.

The PTI councilors, who violated the law and the party discipline by committing defection to other parties in recent elections of district and tehsil nazims, would be disqualified soon as the notices to this effect had been issued to them.

Khyber Pakhtunkhwa Chief Minister Pervez Khattak said this while talking to the district and tehsil councilors of the PTI, PPP and JI hailing from district Mansehra on Thursday.

The CM said that necessary amendment would be introduced in the Local Government Act (LGA) 2013 for disqualification of such nazims whose governments will not be able to obtain support of the majority members of the House to pass the annual budget.

He said that it was imperative for the heads of district and tehsil councils to have a sound understanding of the rules and procedures to avoid commitment of any irregularity adding that powers, functions and the business rules had been clearly determined and defined in the LGA and LG Rules of business.

He further clarified that adherence to the provincial government’s policies would also be mandatory for the nazims while dealing with affairs of the devolved departments especially those pertaining to health and education sectors. He said that ignoring the provincial government’s policies and rules in such matters would cause initiation of disciplinary action under the rules against nazims.

He warned of curtailing powers of Nazims if they are found in misuse of their powers and funds or disregarding the prescribed rules and policies. Defending such actions, Pervez Khattak stated that tolerating any irregularity, administrative mismanagement, financial indiscipline or other malpractices was against the policy.

Referring to a district Nazism’s orders for banning transfers in his district education department, the Chief Minister termed such actions against the provincial government policy and said for such reasons understanding of the laws and rules was being emphasized and the LG system was evolved under strict financial and administrative disciplines, he added.
