Sindh Chief Minister Syed Qaim Ali Shah has approved Rs 22 billion for transport and road sectors projects, and will launch them formally on Public Private Partnership (PPP) basis.
He took this decision while presiding over a Public Private Partnership (PPP) Policy Board meeting at CM House on Monday.
Secretary Finance Sohail Rajput, while briefing the chief minister, said that Yellow Line project, after fair bidding, has been awarded to a Chinese firm. Its route starts from Dawood Chowrangi, Regal Chowk via Shahrahe Faisal, Korangi Road and FTC would have estimated ridership of 125,000 passengers per day. It would have 24 stations, three flyovers, 24 overhead pedestrian bridges.
Replying to a question of the chief minister the Secretary Transport Taha Farooqi said that a sub-committee was constituted for Technical and Financial Evaluation of the project. They held a number of meetings with the Chinese firm and now the Sindh government was at the stage of signing the concession agreement with preferred bidder.
Comparing the cost difference of Yellow Line with Lahore and Islamabad Metro bus projects, Farooqi said it (Yellow Line) is lower than them. “Per kilometre infrastructure cost of yellow Line comes to Rs 653 million as compared to Metro Lahore which is Rs 1,111 million, and the Islamabad Metro which is Rs 1950 million per kilometre,” he said.
Chief Minister Syed Qaim Ali approved the proposal and directed the transport department to go ahead.
Secretary Transport Taha Farooqi told the meeting that Concession agreement for Shaheed Benazir Bhutto Intercity Bus & Terminal project was signed between Daewoo and Transport and Mass Transit Department in March 20015. The chief minister directed the Transport Department to take up the project by completing all the required legal and financial formalities.
Minister for Local Government Sharjeel Memon briefing the chief minister on Link Road project said that the approval for dualisation of the Link Road between National Highway N-5 to Super Highway M-9 on PPP basis.
He said that at present the Link Road was two-lane single carriageway with earthen shoulders and an average embankment height of about 1.5 meter. The total length of the road is about 17.5 km. About 5,000 vehicles ply on this road daily with a considerable volume of heavy trucks and trailers mostly having their origins or destinations at Port Qasim, steel mills, Landhi and Korangi Industrial areas.
Replying to a question of the chief minister Sharjeel Memon said that the concerned of Agha Khan project at Karachi Education City the alignment of the Link Road has been changes. It would increase the length of the Link road by two kilometres. The Finance Minister Murad Ali Shah said that on the directives of the chief minister he had held a meeting with Agha Khan Foundation which on has a considerable portion in the Education City located along the Link Road. “I have addressed all their concerns,” he said. The chief minister approved the project .
