General cadre doctors’ promotions still in doldrums

The Sindh government has so far failed to convene the meeting of Selection Board-1 for promoting BS-19 general cadre doctors to BS-20 which are overdue since very long.

Many senior doctors of BS-19 are at the verge of retirement after completion of their service and attaining the age of 60 years this year but they will be deprived of financial benefits of BS-20 due to denial of promotion to next grade which is their basic right as well.

Likewise many doctors of BS-20 will be retired within this year which will render many senior posts of BS-20 vacant. As per current policy of the rulers, their favourite political backed junior general cadre doctors have always been posted on senior posts to enjoy perks and privileges in violation of rules and the apex court orders thus burying  the concept of good governance by ignoring seniority and merit.

Dr Sri Chand retired in BS-19 as his promotion was declined to him for non-submission of ACRs which, according to him, were duly submitted but were hidden by the concerned section officer for not paying him gratification. His petition was dismissed as he had already retired. Likewise, Dr Dost Muhammad Shaikh, who is working as Additional Medical Superintendent (BS-19) in Chandka Hospital was also denied promotion to BS-20 due to same reason.

He too has gone to Sindh High Court Circuit Court, Larkana, by filing a constitutional petition for seeking justice as, according to him, junior doctors had been promoted who enjoy political support. Dr Dost Muhammad will retire in August, 2015. According to reliable sources, 32 major posts of BS-20 are lying vacant in Sindh province. These sources further revealed that 12 most junior doctors were working on notorious Own Pay Scale system basis on high scale posts to look after the charge of DHO which has been banned by the apex court. The sources further disclosed that as many as 27 more posts would fall vacant in the Sindh health department during the current year due to retirement of BS-19 and 20 doctors which certainly create acute shortage of seasoned and experienced administrators of various hospitals and other concerned departments.
