Despite the formation of the Parks and Horticulture Authority by the Punjab Government to improve the condition of Parks in Rawalpindi, the authority could not get control of any parks to carry out their given task.
Officials involved with the task say that since the authority would have no source of income of its own, it would be entirely depend on the budget, which is to be provided by the Punjab government to make the city green.
The Punjab government through a notification on August 4, 2014 formed the PHA, and an officer was appointed with the status of Director General. However, after the passage of six months the district and Tehsil officials have not transferred control of any parks to PHA. They have also not transferred the Posh and congested commercial market area or the play land to the authority through which it could make some earnings from advertisements.
The PHA has no separate office of its own and it wants to purchase a building at the corner of Liaquat Bagh. The officials, however, believe that if all the revenue generation sites are transferred to the authority, it can become self-sufficient.
