SA makes law for persons with different abilities

The Sindh Assembly on Friday passed a bill for employment, rehabilitation and welfare for persons with different abilities.

Bill No 40/ 2014 The Sindh Persons with Different Abilities (Employment, Rehabilitation and Welfare) Bill 2014 was tabled for consideration by Minister for Parliamentary Affairs Sikandar Mandhro. However, MQM lawmaker Naila Muneer said she had submitted a private bill on this subject more than one year ago, but it was still to put on the business of the house. She said her bill was more comprehensive and holistic than the government bill. She complained that the business of the opposition was being deliberately delayed and they are facing a biased attitude. She requested that her bill be clubbed together with the government bill and presented for consideration.

However, the speaker gave ruling that Naila Muneer could introduce amendments in the bill and she tabled different amendments and some of them were approved by the House, which later passed the amended bill. On the requested of Sikandar Mandhro, the introduction of the Bill No 1/2015 The Sindh Board of Technical Education (Amendment) Bill 2015 was differed, however, Bill No 2/ 2015 The Thar Development Authority Bill 2015, Bill No3/ 2015 The Kohistan Development Authority Bill 2015, and Bill No 4/2015 The Sindh Arms (Amendment) Bill 2015 were introduced. The speaker announced that the Sindh governor has given assent to The Sindh Condominium Bill 2104.

MQM lawmaker Muhammad Hussain Khan moved an adjournment motion to discuss a statement of the Sindh education secretary that 40 percent schools in Sindh province are shut; however, the treasury side opposed the motion and finally the speaker rejected it, terming it ‘out of order’.

A privilege motion of Liaquat Ali Jatoi (PML-N) against objectionable remarks of PPPP lawmaker Kulsoom Akhtar Chandio was on the agenda but the mover was absent.

Five Call Attention Notices (89/ 2015, 70/2015, 85/2015, 64/ 2015 and 65/2015) were raised and the respective ministers answered and assured to solve the problems raised in these CANs.

Leader of the opposition Muhammad Shaharyar Khan Mahar was present, however, the leader of the house, Syed Qaim Ali Shah did not attend the sitting. Nusrat Bano Sehere Abbasi of the PML-F said she had submitted a resolution on the Kashmir Day. She requested the speaker to allow it; however, after finishing the business of the day, the speaker adjourned the House till Monday.
