As many as 50 high schools and higher secondary schools of both boys and girls out of 73 are being run by junior incharge head masters/mistresses (HMs)/principals in entire Larkana district and only 23 are being managed by proper HMs due to which tall claims of education department for improving education standard in Sindh have been exposed.
This serious mismanagement has also rendered these schools handicapped administratively and financially. Ironically, Sindh Education Minister Nisar Khuhro belongs to this district and he has so far failed to improve governance even in his home district. No proper head masters, head mistresses or principals are posted in schools which include Government Saint Joseph High School, Municipal Higher Secondary School, Deeni Madrassah High School, Shaikh Zayed Higher Secondary School, Mahotta High School, Dhamrah High School, Akil High School (home village of education minister), Garhi Khuda Bux Boys and Girls High Schools, Boys High School Naundero, Girls Higher Secondary School, Naundero, Boys & Girls High Schools of Panjudero, High Schools of Phulpota, Khanwah, Mirpur Bhutto, Dokri, Mohenjo Daro, Badah, Bakrani, Lashari, Khairo Dero and Single Section High School Ratodero.
PPI also learnt that drawing and disbursing powers have also been delegated to these junior HMs in violation of rules to manage the schools.
Even subject specialists have been posted as head masters and principals which is sheer violation of existing policy and it also amounts to depriving students of their basic right to education as specialists of various subjects will not be able to discharge their expertise in the relevant fields and the students will gain nothing.
On the other hand, meeting of departmental promotion committee has not been convened since many years to approve promotion of male & female high school teachers which too is against the basic.
