SA passes three bills, four resolutions

The Sindh Assembly on Friday passed three bills and four resolutions.

Five bills were tabled in the house by Minister for Parliamentary Affairs Dr Sikandar Mandhro and three of them were passed and two introduced, and sent to the parliamentary committee. Those bills passed included Govt Bill No 32 of 2014, The Sindh Special Development Board Bill 2014, Govt Bill 18/ 2104 The Sindh Injured Persons (Medical Aid) Bill 2014, and Govt Bill No 29/ 2014, The Sindh Civil Servants (Amendment) Bill 2014. However, Govt Bill No 23 of 2014, The Sindh Employees Old-Age Benefits Bill 2013, and Govt Bill No 13/ 2014, The Sindh Consumer Protection Bill, 2014, were introduced.

The house also passed four resolutions unanimously. It passed a resolution tabled by Nusrat Bano Seher Abbasi of the Pakistan Muslim League-Functional (PML-F) which said this House resolved that the Sindh government took steps to fill the vacant posts of doctors, approximately 187, in district Tharparkar. A resolution moved by Dr Sikandar Shoro of the PPP and others was also passed. It said this assembly resolved to show the importance and their commitment to the World Polio Day. Khairunisa Mughal of the PPPP and others tabled a resolution that this assembly paid tribute to Mohtarma Nusrat Bhutto on her third death anniversary. It was passed unanimously. The fourth resolution that the house passed was of Heer Soho of the MQM which said this Assembly resolved that the provincial government would take measures to stop poisonous water of Punjab factories from entering District Ghotki.

MQM MPAs Syed Khalid Ahmed, Amir Moin Pirzada and PML-F MPA Nusrat Bano Seher Abbasi protested that lawmaking was made in haste and members were not allowed proper time to read bills. They said at least there should be a gap of two days between the introduction and consideration of a bill so that members could give their due input.

The quorum of the house visibly lacked at the beginning and at the end; however, no one pointed it out and the speaker also opted to ignore it. An adjournment motion of MQM lawmakers Moin Amir Prizada and Syed Khalid Ahmed on deaths of innocent people in Karachi due to the use of poisonous liquor was termed out of the order by the chair.

MQM member Syed Khalid Ahmed on a point of order said the other morning that he submitted a privilege motion to the office of secretary but it was not brought on the business of the day. The chair ruled that it would be discussed on Monday.

Five call attention notices (CANs) were tabled in the house and the government assured to solve issues raised in the CANs. Kamran Akhter (MQM) speaking on his call attention notice number5 of 2014 said if the government could not solve the problems of the people of Karachi then it should consider the popular demand of the people of Karachi regarding a separate province.

Chief Minister Syed Qaim Ali Shah responding to the CAN number 16/ 2104 of Heer Soho (MQM) regarding Thar coal gave a speech on the issue. He spoke for six minutes.

PPPP MPA Lal Chand Ukrani was nominated as member of standing committee on minorities’ affairs. Lastly, the chair adjourned the house till Monday, October 27, 10:00am.

However, the journalists covering the assembly session continued to face a lot of problems due to lack of facilities of drinking water and washrooms. A big screen installed in the assembly hall does not show the faces of MPA when they take the floor and their names are also not written on the screen. The journalists said they had requested the secretary and special secretary to ensure that the faces of speakers were shown on the screen when they take the floor and also indicate their names on the screen as they use to do in the old assembly hall, but their suggestion was yet to be considered.
