- IHC seeks reply from Cabinet, Education secretaries over NAVTTC chief appointment
The Islamabad High Court (IHC) Thursday issued notices to the Cabinet and Ministry of Education Training secretaries on a plea seeking direction for the federal government to complete the process of appointment of National Vocational and Technical Training Commission (NAVTTC) chairman within a period of ten days.
A single member bench of IHC comprising Justice Shaukat Aziz Siddiqui resumed hearing of a plea filed by former NAVTTC chairman Mumtaz Akhtar Khaloon through his lawyer Barrister Afzal Hussain.
During the course of hearing, counsel for petitioner apprised the bench that Chairman is a statutory post and has significant role under NAVTTC Act 2011 since the post is vacant since March 21, 2013.
The counsel argued that as per the NAVTTC Act 2011, the chairman means the chairman of the board and chairman of the commission and the board is the apex body of the NAVTTC, which has very significant role under the law and the federal government has to appoint the chairman as per the Act. However, it has been approximately 19 months that federal government has not appointed the chairman.
Barrister Afzal further maintained that the basic motto and objective of the NAVTTC is to provide direction, support and enabling environment to the public and private sectors to implement training for skills development in order to enhance social and economic profile of the country as it has direct impact on the fundamental rights of the citizens that could benefit from the vocational and technical training.
Further hearing of the case was adjourned till October 27.
