SHC moved against illegal allotment of plots in DHA

The Sindh High Court (SHC) on Thursday put federal law officer on notice in a petition against allotment of plots to the Defence Housing Authority (DHA) employees allegedly in contravention of laws.

Justice Sajjad Ali Shah, who headed a division bench, directed the petitioner to forward his arguments regarding maintainability of the petition on September 22.

The petitioner, Amenity international, through its president Mahfooz Yar Khan moved the court citing ministry of defence, DHA’s Executive Board President Lt Gen Sajjad Ghani, DHA’s Land Director Lt Col (r) Jamshed Niazi, DHA Secretary Brig (r) Inam Karim, DHA Administrator Brig Muhammad Abdullah, DHA Chief Engineer Brig (r) Hassan Razi and DHA’s Town Planning Housing & Building Control Director Lt Col (r) Rukhsar Ahmed as respondents.

In the petition, Mahfooz submitted that DHA had allotted plots to its top former and current employees in sheer violation of its policies and schemes which it had introduced for allotment of plots and apartments.

As per procedure, service plots are allotted to the employees who stand qualified after having completed required tenure of service but such requirement was totally disregarded, he said.

The petitioner cited a case of Lt Gen Sajjad Ghani who, according to him, was allotted plot at Zamzama Commercial Phase V, DHA, after he completed six months of service as DHA’s executive board president. “Ghani was appointed as Corps Commander on November 19, 2013, and his service would expire in October 2014,” the petitioner said.

Likewise, he said, Brig M Abdullah, who was appointed as administrator DHA on October 19, 2012, was allotted 1000 square yard plot in Phase IV, DHA. He said in same manner many employees were allotted plots unlawfully without following its own rules and regulations.
