The assistant commissioner, Ratodero, has unearthed a fraud in the revenue record by which government land occupied by Ratodero Taluka Hospital was fraudulently mutated in the name of a land grabber Ahmed Ali Sario of village Shafi Muhammad Sario of Miro Khan taluka.
The land bearing survey Nos 202, 739, area 6-15 acres of Deh Ratodero, where 20-22 doctors bungalows and staff quarters of the Taluka Hospital were constructed and was inaugurated by former prime minister Zulfikar Ali Bhutto in 1974-75. In his 7-page report addressed to Larkana deputy commissioner, the AC said it was brought to his knowledge that the above-named land grabber with malafide intention to usurp precious government land in connivance with some revenue officer/officials of Ratodero was succeeded in managing a bogus entry No772 on May 5, 2004, regarding the same survey numbers in form VII-B of Deh Ratodero under fictitious signatures of former Mukhtiarkar Khadim Hussain Katrio and ex-tapedar deceased Munshi Imamdin Junejo on the basis of fake registered sale deed bearing No 955 on April 10, 1988, shown to have been executed between the unlawful purchase by Ahmed Ali Sario and attorney Muhammad Usman Suhag at sub-registrar office, Larkana in 1988.
Reportedly in 2012, the so-called owner had made an attempt to get sale certificate of these survey numbers from Mukhtiarkar Niaz Ali Siyal but he could not and then he filed a constitutional petition No D-1271/2012 on November 21, 2012, before the Sindh High Court Circuit Court, Larkana, against Mukhtiarkar Ratodero and others for issuance of sale certificate by producing copy of entry No 772 and other papers.
The Ratodero Mukhtiarkar on presumption of suspicious entry sought verification report from sub-registrar Larkana who clarified on January 31, 2013, that no such sale deed of S No 955 has been executed at his office, hence it is neither genuine nor correct. This was the turning point that disclosed the fraud, the AC added.
The AC further said that Ratodero Mukhtiarkar submitted his comments on March 19, 2013, in the said WP stating therein the facts and informing about the fraud due to which the petitioner got U-turn and did not follow his WP which is still unattended/un-persuaded since its last hearing on March 19, 2013.
On July 17, 2014, while examining the relevant revenue record, the AC added that it was astonishing to note that the above-named petitioner/fake owner of Taluka Hospital land had played another dirty role of forgery and manipulation in collusion with revenue staff of Ratodero Taluka by removing page of record of above-discussed entry No 772 which was also clarified by Larkana sub-registrar to be forged sale deed and got inserted a new page showing a same serial No of entry, S Nos, area, parties (vendor & vendee) under different handwriting and bogus signatures of same Mukhtiarkar and Tapedar on the same date, but only nature of transaction mentioned in column No 6 of the entry in the record had been changed by showing another forged sale deed No 127 of sub-registrar Larkana in place of previous sale deed No 955.
The AC wrote that it was an attempt to usurp the health department guardian angel unit of the ailing community who immediately rushed to the road accidents to save the injured commuters, adding that all the involved government official or private persons were the criminals of society.
The AC further said if the people gent on occupying health institutions, this would indeed be a heartbreaking practice. It is high profile case and in order to set an example for others, the fake entries should be cancelled immediately.
