Underage sale of tobacco is prohibited in Pakistan which implies that you have to show or prove your identity to obtain the required product. Same law or legislation should be applicable or approved in the assembly for underage sale of mobile phones and underage entertainment with required ratings where applicable like PG13, not only for western content but also for local and Bollywood content. This would serve for the protection of the underage children, an age of naivety and immaturity.
