ADP 2014-15 to change the face of Punjab

Government has evolved the biggest Annual Development Programme (ADP) in the history of the province for the current fiscal year (FYR) and record funds of Rs 345 billion have been allocated for development projects, said Punjab Chief Minister (CM) Shahbaz Sharif while presiding over a high level meeting regarding the Annual development Programme for the year FYR 2014-15 on Thursday. National Assembly Member Hamza Shahbaz Sharif, Finance Minister Mujtba Shujaur Rehman, Punjab Assembly Member Dr Ayesha Ghaus Pasha, chief secretary, Planning and Development chairman, finance secretary, PITB chairman and officers concerned were present in the meeting.

Addressing the meeting, Shahbaz said that extraordinary performers of three districts and three departments regarding utilisation of the development budget for the last fiscal year would be encouraged by awarding of commendatory certificates while those showing poor performance would be held accountable.

He directed that a comprehensive system be evolved through information technology regarding the issuance of development funds and their utilisation. He said that the policy of third-party audit of development projects be strictly implemented as in case of failure action would be taken against the authorities concerned.

The CM said that district development committees have been formed for the implementation of the development programme. Issuing instructions for the setting up of a cabinet committee, he said that it would review implementation of the ADP on permanent basis.

Shahbaz directed the chief secretary to hold meetings twice a month to review implementation of the ADP and said that he would also review the programme on monthly basis. He directed the authorities to take immediate measures to increase revenue so that additional funds could be available for development schemes. The CM appreciated the chief secretary, Planning and Development chairman, finance secretary and his political team for the best utilisation of development funds during the last year. Planning and Development chairman gave a detailed briefing on the outlines of the ADP for 2014-15.
