LEAs did all efforts but couldn’t trace terrorists; AG tells SHC

The Sindh High Court (SHC) was informed on Monday that despite hectic efforts, the law enforcement agencies could not track down the network of large number of terrorists who shifted to Karachi after various operations were launched in Khyber Pakhtunkhwa (KPK).

Sindh Advocate General Abdul Fatah Malik made this statement in a report submitted to the SHC division bench which was hearing half a dozen of identical petitions against extra-judicial killing of the MQM activists during ongoing operation in Karachi.

The AG submitted that in pursuance of the SHCs order, the Sindh chief minister convened two meetings and seriously discussed issue regarding extra-judicial killing. He said the CM had directed the Rangers director general and IG to maintain highest standard of professionalism so that no human rights violation occurs. The provincial government was always vigilant that no such killing or even any suspect is subjected to torture.

He pointed out in the report that due to various operations in KPK province, a large number of the terrorists had shifted to Karachi and despite best efforts the LEAs could not find their network, however, they were struggling to maintain law and order in the city and nab the terrorists.

Earlier on May 29, the court had directed the AG to take up the matter with the Sindh chief minister, home secretary, DG Rangers, IG Sindh and other officers so that a viable mechanism, acceptable to all, could be devised for discovering the truth and preventing such incidents in future.

One petition was filed by Syed Qamar Abbas Rizvi who sought inquiry into alleged extrajudicial killing of his brother, Syed Yawar Abbas Rizvi, a MQM activist. The petitioner said that Yawar was picked up by LEA personnel from PIB Colony on November 6, 2013, and later his body was found in Nooriabad area on December 14.

In another petition, Syed Asif Hasnain, a lawmaker belonging to the MQM, submitted that MQM activist, Muhammad Suleman alias Salman, with his nephew Muhammad Noman was on his way to office when LEAs illegally arrested them from Malir River on February 3, 2013. However, on February 6, wife of the activist learnt through a newspaper that the body of her husband was found from Malir River.
