BISP clarifies report

Benazir Income Support Programme (BISP) has furnished a clarification pertaining to a story published in Pakistan Today, which claimed that the new management of the BISP had awarded 20 vehicles to unauthorised officials while monetisation allowance worth Rs 22.529 million had also been given in violation of rules.

Apropos story titled “20 BISP officials get cars they weren’t supposed to have” that appeared in the May 13 edition, the BISP has clarified its position saying that the monetisation policy for officers of BISP was approved by BISP Management Board in November 2012 for officers in BPS 19 and above, following the announcement of the monetisation policy of the federal government.

According to BISP, “It is factually wrong and misleading to state that the decision of monetization was taken by the present management. The decision/policy was approved by the BISP Board on the recommendation of the incumbent management in 2012 and as per BISP Act 2010, the board was competent to take that decision.”

BISP further claims that the matter is still under consideration with the Departmental Accounts Committee (DAC), whose meeting is likely to be held shortly. The current management will implement whatever the decision is arrived at in the DAC, the clarification added.

However, the reporter concerned has said that the facts stated in the news item stand tall.

The management first admitted handing over of vehicles to non-entitled officers while it has also claimed that the board had only approved monetisation for grade-19 and above.

The matter of fact is that they again concealed the fact that the vehicles were also provided to two grade-18 officers – Director (IA) Muhammad Saleem and Deputy (WR-I) Moonis Ali – in blatant violation of the policy approved by the board itself.

Moreover, the audit did not endorse views expressed by the BISP management and they termed that the entire process was “in violation of prescribed rules” and the BISP board “had no authority to allow monetisation of vehicles to non-entitled officers who were also not authorised to receive monetisation allowance.”

Hence, the clarification issued by the BISP management is itself an admission of the wrongdoings committed in violation of the government rules as well as the decisions taken by its own board, he added.
