Interior Ministry proposes plan for effective policing in capital
The Interior Ministry has proposed a comprehensive plan to Islamabad police focusing to improve the efficiency of force through professionalism, service oriented as well as friendly police ecology and ensuring corruption free environment.
In the mission statement prepared for the force, the Interior Ministry has directed to uphold the rule of law with due regard to human rights and serving the people with respect and honesty.
According to a police source, this plan is aimed to make Islamabad police a model of excellence in law enforcement in Pakistan so that others could follow and emulate it. As per the plan, the core values of the force will be professionalism, service delivery / orientation, people friendliness, corruption free and equal application of law.
He said it had been asked to introduce capacity building measures and accountability system for effective policing. As per directions, the police source said, an internal accountability cell headed by AIG had been created which took into account public complaints and handed out strict punishment to the delinquents thereby making it public responsive and accountable to the people.
He said a policy of zero tolerance on corruption is being strictly followed while mobile complaint system at level of police stations has been introduced to provide the requisite check on any wrong doing.
In order to improve the service delivery, he said modern technological tools like installation of CCTV cameras, establishment of mobile verification system at pickets and verification of registration of vehicles by Rescue-15 have been introduced.
“It has been directed to restore the confidence of public in the Islamabad Police by making it people friendly and involving the public in policing affairs,” the source maintained.
After the tragic incident in F-8 Islamabad on March 3, he said it had been planned to conduct regular mock exercises and equip the police force to counter situations in terrorism related incidents.
He said the police had been asked to employ modern investigation tools, including use of mobile data/geo fencing to detect crime linkages instead of relying on archaic investigative techniques.
It has been directed to amend the key performance indicators of police whereby the performance of a police officer will be no longer judged on the basis of lesser number of FIRs registered in his area.
Instead, he said the government has given a policy of encouraging registration of FIRs on genuine complaints and strict action is being taken for non-compliance of these directives.
Ministry of Interior, he said, had clearly directed to ensure rule of law at the police station level by treating every citizen in accordance with law. He said political interference has been eliminated in police matters and directions have been made to senior police officials for posting their subordinates on basis of merit and integrity.
He said 19 police officials including SPs and DSPs in Islamabad police have been reshuffled after F-8 incident and it has been directed for enhancing patrolling and security measures too.
