No new consensus needed for KBD

Every politician gives excuse of lack of consensus between provinces for not building KBD that is the vital need for economic survival of Pakistan. The fact of the matter is that the 1991 Water Accord achieved by Mian Muhammad Nawaz Sharif stipulates that any feasible dam on Indus may be built. The Accord gave Sindh equal share of water with Punjab i.e. 37% while Punjab had 73% irrigated area of Pakistan and Sindh had only 15% percent. However later on KBD was politicized and the three provincial assemblies of Sindh, KP and Baluchistan passed resolutions against KBD without any constitutional powers. The Council of Common Interests is the sole body to decide on mega hydro-electric dams storing water and generating power. Lahore High Court has already ruled that KBD may be built to fulfill the condition of 1991 Water Accord as there was no need for a fresh mandate. According to views of an eminent Engineer B.A. Malik mandate for KBD already existed in 1991 Water Accord. However the Water Accord awaits it implementation as now water shortages are being shared instead of future storages of water.

  1. Dr Yaqoob Bhatti is a mental case. He says construction of Kalabagh dam does not need any approval whereas he & Mr B. A. Malik do not see that Water Accord clearly says release of water downstream Kotri is mandatory. Non implementation of this article of Water Accord has ruined Sindh as Indus delta – 6th largest in the world ruined, 2.6 million people living in downstream Kotri are dying hunger and thirst due to non-release of water. Are they not Muslims or Pakistanis? Shame…Shame…Shame

  2. If M K Sial resorts to abusive language he will get paid in the same coin. He s talking nonsense, let him show where it is written in the Water Accord that it was agreed to release 10 maf below Kotri. All that the Accord says is that further studies would be carried out, Whatever the amount, it has to be stored in dams and the required monthly dose released for year round protection of the delta. The present dam capacity is not sufficient and more dams are required if the delta is to be saved

  3. Mr Khursheed Anwer……..It was clearly mentioned that release of water downstream Kotri is mandatory requirement. Why it was assigned Wapda to conduct survey in this regard to fix release of water downstream Kotri 10 MAF – more or less.? Your socalled clarifications from time to time, are meant to kill 2.6 million people living in area between Kotri & Arabian Sea in Sindh by hunger & thirst. You are not worried about destruction of Indus delta despite it is part of Pakistan and giving such explanation of Water Accord 1991 so that Sindh completely become desert. Your continuously impression that people of Sindh, Balochistan & KPK are enemies of their own and only Punjab is their well wisher by demanding controversial KBD, is highly regretted.

  4. No abusive language was made against any one. Mr Khurshid Anwer is always misguiding the readers by unnecessarily favouring controversial Kalabagh dam in Punjab, for the last many years by writing letters. His effort to prove that people of three provinces like Sindh, Balochistan & KPK out of four are not patriotic, is highly regretted. His efforts are meant to create disunity among people of our beloved country. Very sorry.

  5. Construction of controversial Kalabagh dam (KBD) in Punjab without consensus is very dangerousexplanation. Such explation is highly regrettable and unacceptable.Therefore, such efforts must be abandoned immediately as these are creating hatred against Punjab versus rest three provinces finally harming unity of our beloved country.
