India to request HM chief’s arrest

India will send a judicial request to Pakistan for the arrest of Hizbul Mujahideen (HM) chief Syed Salahuddin, declared a proclaimed offender (PO) by the Indian agency NIA for allegedly funding freedom fighters in Indian-held Kashmir.
NIA sources said that permission from the government had been received to send a Letters Rogatory (LR) to Pakistan asking the authorities to arrest Salahuddin, and seven others named as proclaimed offenders.
It is the first case in which Salahuddin has been declared a PO, paving the way for authorities to send an LR for his arrest.
The NIA charge sheet showed that Rs 130 million had been pumped into IHK for the Jammu and Kashmir Affectees Relief Trust (JKART), an organisation used by the HM to help the freedom fighters.
During the investigation, the flow of funds raised and distributed by HM was established and different channels such as hawala, banking network, cross border trade were used.
The NIA said that the probe had found that the accused Shafi Shah alias Dawood had allegedly collected Rs 130 million and distributed it at the behest of the HM.
Others named in the charge sheet are Gulam Nabi Khan alias Amir Khan, Umer Farooq Shera alias Mehboobul Haq, Manzoor Ahmed Dar alias Masroor Dar, Zafar Hussain Bhat alias Khursheed, Nazir Ahamd Dar alias Shabbir Ellahi, Abdul Majeed Sufi alias Majeed Bisati and Mubarak Shah.

  1. This is not a request it is a “test” of Nawaz Sharif’s sincerity.

    If as expected Pakistan fails to arrest this person and comes out with an excuse, it will confirm to India what it already knows – Nawaz Sharif’s “India policy” remains unchanged from his predecessors.
