After Quaid’s death, instead of following his guidelines, bureaucracy in league with few politicians deliberately delayed formulation of constitution and passed an Objectives Resolution whose contents ran contrary to the vision of Quaid. Instead of curbing the curse of corruption, the bureaucracy went on a rampage in allotment of evacuee property based on fake claims and affidavits and this plunder continues till today with latest scam of evacuee property involving DHA.
A bureaucrat Ghulam Mohammad was appointed as Governor General who dissolved the Constituent Assembly and hatched a conspiracy with paid civil and uniformed bureaucracy to derail democratic process and vision of Quaid. The institutionalised corruption of allotting state lands by British Raj to buy loyalties of natives willing to serve the Raj, thereby creating a separate class living in exclusive housing societies, alienated from local population, was not only retained but taken to new heights. Corruption has been redefined and legitimised as if it is a perk of paid bureaucracy. Instead of serving as servants of citizens, they have continued to assume role of masters, serving foreign governments and anybody willing to bribe them.
