Chief Justice of Pakistan (CJP) Iftikhar Muhammad Chaudhry has remarked that the “responsibility of bloodletting of innocent people rests with federal and provincial governments”.
Presiding over a five-member bench of the Supreme Court (SC) while hearing the Karachi law and order case on Thursday, the CJP remarked, “The chief secretary wrote not a single letter to federal government about law and order. Smuggling, drugs and modern weapons are flowing from Karachi port to all parts of the country.”
The Sindh IG and chief secretary presented a report about law and order in the court and the court expressed dissatisfaction over it .
The CJP said, “Bloodletting of innocent people continued for two years in the city after the announcement of the decision by the court. If we accept the report it will mean no murder should take place from today. Rangers and police are not ready to accept the existence of no go areas and they are accepting now in today’s report that no-go areas exist. Had no go areas been eliminated in the beginning, the situation would have been better today.
The CJP inquired, “Why is it so that when the SC bench came to Karachi, politics started. All became active a day before and held press conferences. If credit has to be taken, they should discharge obligations.”
The CJP inquired from the advocate general, “hat is CPLC. What institution it is. Who has imparted training to CPLC. Who is the chief and under whose control it is functioning?”
The advocate general told the court that CPLC was an effective institution to deal with the cases of kidnapping for ransom. Ahmad Chunai was the head of CPLC and he worked under the control of Sindh governor.
The CJP remarked, “Questions are raised over the body which is run from Governor House or Chief Minister House. Such a body leads to a tug of war. The government should not have its tilt towards one side. Abdul Sattar Edhi is impartial and there is no harm if he runs any institution. It is must that neutrality of the Governor House and Chief Minister House is maintained.”
