Matriculate pilot to fly Shahbaz to London today

Punjab Chief Minister Shahbaz Sharif is going to Britain for his routine medical treatment on Tuesday and the person flying him to London is none other than Pakistan International Airlines Operations Deputy Managing Director Capt Humayun Jamil, a private TV channel reported on Monday.
According to the channel, Capt Humayun, who was recently appointed the PIA operations DMD, could not take the flight to London as it was in violation of rules. The pilot became a controversial person when his appointment against the coveted office raised many eyebrows in the PIA administration and aviation industry over the suitability of the person appointed as well as the legality of the appointment which is in violation of PIA’s rules and regulations.
The notification of the appointment has been issued by the aviation secretary, who is not competent to make appointments, let alone making high-profile appointments. According to PIAC Act, “Power to make appointment rests with the chairman and board of governors exclusively”. Legally speaking, the aviation secretary cannot make any such appointment. Even the PIA board’s chairman is not at liberty to undertake such appointments. Per the rules, even an acting chairman, in the absence of a regular chairman cannot issue any such notification.”
According to the laws governing the PIA, for all appointments in group-5 and above, the minimum qualification is graduation while Capt Humayun is just a matriculate. Sources in the PIA said Capt Humayun was competent to handle the operations but as far as running and managing the administration was concerned he lacked requisite qualification as well as experience.
In Prime Minister Nawaz Sharif’s previous administration when Shahid Khaqan Abbasi was the chairman of the PIA, Humayun was appointed general manager operations with officiating charge of director administration.

Pakistan will continue to remain afloat with mired decisions at the highest level. that is precisely our destiny, both brothers are treating Paksitan as their fiefdom,and I personally do not expect any thing positive. the ratinalisation of power tariff speaks volumes about the direction this govt is set for. pass on everything to Awam, let theves do not pay the bills, it is not competent govt that makes honest bar the brunt of thieves. Very poor decision to please IMF., I doubt if these two brtohers will take us anywhere near dignity,
