IHC dismisses French plea in passport lamination paper contract case

The Islamabad High Court (IHC) on Tuesday rejected a petition filed by a French company, challenging the process of the award of a tender to a US company by the Pakistani passport authorities for supplying lamination papers.

Justice Noorul Haq N Qureshi conducted the hearing into the case and decided the matter in favour of the US company, which had been supplying lamination papers to the Passport Office for the past many years.

Rejecting the French company’s claim, the court observed that the tender was awarded through a transparent manner.

Earlier, on June 7, Justice Shaukat Aziz Saddiqui of the IHC had reserved the judgement. However, the French company moved the Supreme Court and got the bench changed. However, later, the French company was not satisfied with the new bench.

In its plea, the French company contended that the American company had no capacity to provide security featured passport papers, which were mentioned in the tender notice. However, representative of the American company had told the court during the last hearing that they were providing security featured passport papers. Justice Siddiqui was also given a briefing by the representative of the American company, which is supplying lamination papers to Passport Office.
