Cases of missing persons, extra-judicial killings not acceptable: Nisar

Interior Minister Chaudhry Nisar Ali Khan assured lawmakers that cases of missing persons and extra-judicial killings would not be acceptable and inquiry would be held for violation of law by security forces.
To a calling attention notice of MQM MNAs on increasing incidents of extra-judicial killings and missing persons in Karachi, he said he could feel the pain of the MQM members over the Karachi situation.
Responding to leader of the opposition Khursheed Shah who sought clarification for a statement attributed to him in a section of media, Nisar said that during a recent press conference he did not talk about one-month timeline to the Sindh government to improve law and order situation.
He said he was not ignorant of law and constitution and according to constitution; maintenance of law and order was the responsibility of the provincial government.
Replying to questions raised by the MQM members, he said the role of the federal government was to provide intelligence to the provincial governments and send security forces on their request.
The government could deploy Rangers and other forces in the provinces and review its decision after every three months in consultation with the provinces, he said. The minister added that according to the figures given to him, in the last three years there were only three cases of extra- judicial killings. He said the government declared 261 persons missing, of which 156 were traced, six bodies were also found and 99 were still missing.
“I am not satisfied with both figures and I will probe the issue further, every person will be held accountable,” he added. When the MQM was in the previous coalition government no efforts were made to hold a single inquiry over incidents in Karachi, the minister said. He said that he would look into the case of Ajmal Baig and urged the MQM members to seek explanation from the Sindh government over law and order situation in Karachi. The minister said he would ask joint investigation team (JIT) inquiring into the recent terror incidents in Balochistan to submit report within seven days.
He said he would visit Karachi and Khyber Pakhtunkhwa and meet governors and chief ministers and discuss ways to improve law and order.
The federal government is acting within the constitution and parliament and the Sindh government could give it an extended role in matters of law and order, if they want to, the minister added. Nisar called upon parliamentarians from all sides to support the government.
The minister said that a number of groups were involved in criminal activities in Karachi and across the board action should be taken against them.
He said they have to clear mess created due to policies of former president General (r) Pervez Musharraf.
He said there was commitment on all sides that armed forces would follow policies made by the political government in accordance with constitution and law.
